The show is so clearly doing its own thing when it comes to Clark's story, it's hard to get too up in arms as to which characters make the jump or when they're introduced. Don't forget, they did sort of a Supergirl "dry run" a couple of seasons ago where a mysterious, super-powered blond girl suddenly showed up, giving the appearance of a Supergirl type character.
